Barack Obama signs Student Loan reform bill, and Negroes are happy

Well, depending on who you are, and who you ask. This is yet another one of those government takeovers. But of course this isn't the opinion of the ignorant. Leave to them to shape political discourse and they'll tell you that it is nothing but reparations for the tens of thousands if not millions of unemployed black folks in America due to the economy. Not a bad idea actually; that is, unless you're not into the whole idea of evening the playing field via the great equalizer that is education. Or, if you're opposed to the eventual creation of more competition in the job market due to an influx of newly educated black workers.
